A field guide

The headaches of building or renovating commercial space

They have formal names — zoning compliance, planning commission, permitting, engineering, site and building evaluation, code compliance — and informal ones, most of which are not printable. Pick the version you have. RPD already keeps a binder for it.

In a restaurant under construction, a business owner pinches the bridge of their nose while a calm superintendent holds a single slim binder.
The room is loud. The binder is the whole pitch.

Which one is yours today?

An unofficial diagnosis. The official one starts when you hand the project to RPD.

Diagnosis, unofficial

The city says our use is not allowed

This is a zoning problem wearing a business-plan costume. The fix is a use analysis, not a louder floor plan.

The long version, still in plain language

Commercial zoning compliance

The prettiest drawings in the county will not save a use the zoning map does not allow. RPD reads the district, the overlay, the parking table, and the fine print before anyone falls in love with a plan that cannot exist.

Commercial zoning compliance is not a stamp you pick up on the way to the permit counter. It is the question underneath the business: can this use occupy this building, at this size, with this parking, on this lot, under the rules that are adopted today? If the answer is “probably,” the renovation is already a headache.

Planning commission for commercial projects

Planning commission is where a commercial project goes to be looked at by people who did not draw it. RPD builds the package — site plan, narrative, and the answers staff already asked — so the dais has less to postpone.

A planning commission hearing is a public editing session with a gavel. Commercial projects get continued when the package is thin, when disciplines disagree, or when the applicant is meeting the site for the first time in front of the board. None of those are mysterious. They are scheduling.

Commercial building permits

A commercial permit is a correspondence course with several reviewers who have not met. RPD keeps the set, the comment log, and the resubmittal in one place — and keeps the coffee on our side of the desk.

Permitting is where commercial renovations go to learn humility. The drawings can be handsome and still fail a life-safety note, a plumbing count, or a sheet index that skipped page A-4.1. The headache is not the existence of reviewers. The headache is treating their comments as weather.

Engineering for commercial buildings

Engineering is not a stack of consultant logos on a cover sheet. It is the agreement between structure, air, power, water, and the floor plan about who gets to occupy the same inch. RPD brokers that agreement before the inch is built.

On a commercial renovation the existing building is a co-author, and it did not keep minutes. Engineering has to respect what is there — the joists, the panel, the grease duct that was “temporary” in 2009 — and still satisfy current code. Guessing is how budgets learn to swear.

Site and building evaluation

A commercial space can photograph like a fresh start and still hide a panel that is full, a slab that will not take the walk-in, and a zoning district that does not love your use. RPD evaluates the building before the signature does.

Site and building evaluation is the least glamorous service we offer and the one that saves the most apologies. Commercial leases and purchase contracts move faster than ceilings reveal themselves. A half day with the right eyes is cheaper than a month of “we didn’t know the slab was that thin.”

Commercial code compliance

Code compliance is not a personality. It is the set of rules that decide whether people can leave the building, reach the counter, and not meet the kitchen through a hole in the ceiling. RPD puts those rules in the documents before the inspector has to.

Most commercial code headaches are timing headaches. The rule was knowable. It was simply invited to the project after the drywall. RPD pulls life safety, accessibility, and fire protection into pre-construction and permitting, where a line on a sheet is still inexpensive.

And then the part customers actually see

Pre-construction keeps the budget honest. Furniture and retail display installation keeps the opening from being a construction site with a ribbon. RPD is a turn-key building company because those are not separate vendors you meet for the first time in week forty.

You do not have to enjoy the headache.

Name it, or don’t. The project desk at rpdcm.com has heard it either way.
